Our trailer tire and wheel combinations, such as the Loadstar # AM3S870 you referenced, do not come balanced like automotive tires do. When the tire is mounted to the wheel, the high (heavy) spot on the wheel is matched to the low (light) spot on the tire. This leaves the wheel and tire adequately balanced for trailers. Trailer tires do not have to be balanced due to the fact that you won't be able to feel the imbalance in the vehicle. Every tire and every wheel has a high (heavy) spot and a low (light) spot. When the manufacturers mount the tires on the wheels, they try to offset the tire high spot and the wheel high spot to provide some balance.

It isn't necessary to balance trailer tire and wheel combinations because the high/heavy spot on the tire is aligned with the low/light spot on the wheel which simulates balance. In addition, it is common for trailer tires not to be balanced, even from OEM.

Anyone with a jack that can get the wheels off the ground can install tires/wheels on your 5th wheel. If you are looking for a company that can install the tires on your wheels, you can use any tire store that does automotive tires. The way the special trailer tires are installed on a wheel is not any different other than the balancing. They will need to line up the high spot of the tire with the low spot of the wheel. Before switching to a higher load rated tire, like a load range E, you will want to check the weight capacity on your trailer wheels. If you have a steel wheel, the capacity should be stamped on the backside lip of the wheel. If you have an alloy wheel, this rating should be stamped on the back side of the wheel spokes. A ST225/75R15 load range E tire like # AM10303 will have a capacity of 2,830 lbs at 80 psi. If the wheel has a similar weight capacity you will be good to go.

These do not receive a full dynamic balancing the way new passenger tires do but this is not really needed for trailer tires. This is a great question, and one that we see from time to time.
Trailer tires do not have to be dynamically balanced like passenger car tires do since a trailer tire's primary duty is supporting a vertical load. Because of this, steering and cornering concerns apply less to trailer tires. Passenger car tires on the other hand benefit from being fully balanced since passengers might otherwise feel the irregularities at higher speeds.
